MAY 25, 2012 UPDATE:
 
An amendment to the RFP has been issued to revise the proposal evaluation criteria.  The rest of the RFP remains unchanged.  Please see the Bidder's Webinar slideset attachment for information conveyed during the May 24 Webinar.  The Q&A attachment provides responses to all of the questions raised by potential bidders.
 
MAY 16, 2012 UPDATE:
 
A Bidder’s Webinar is scheduled for Thursday, May 24th, from 8 to 10 am (Eastern Daylight Time, New York, GMT -4:00).   Answers to questions submitted by applicants will be provided during the webinar. The deadline for questions by email is Friday, May 18th at 11:59 pm (EDT). Written responses will also be posted to http://www.hciproject.org/africa-child-family-initiative as soon as possible after the webinar.

As described in the Request for Proposals (RFP) attachment, University Research Co., LLC (URC) seeks the services of one or more organizations based in Africa and experienced in evidence-based child and family protection systems to strengthen the capacity, effectiveness, and reach of Africa’s response to vulnerable children and families through formal and informal systems at the district level.  URC contemplates the award of up to three fixed-price subcontracts for this purpose, not to exceed $150,000 each over a period of twelve months, under the USAID-funded Health Care Improvement Project (USAID Contract No. GHN-I-03-07-00003-00).
 
The subcontractor(s) will, at a minimum, be responsible for (1) organizing a regional community of learning and practice around standards-based and evidence-based child and family protection systems and (2) implementing improvement activities, including district level technical support, with oversight from URC. Bidders should demonstrate a presence in multiple African countries or consider teaming with other organizations to extend their geographic reach.
 
Please note that while URC expects to award one to three subcontracts as a result of this solicitation, issuance of the solicitation does not obligate URC to make an award, nor does it obligate URC to pay for any costs incurred in the preparation and submission of a proposal.
 
The Africa Child and Family Initiative (ACFI) RFP is available for download on this page. Proposals are due June 15, 2012. Please see instructions contained in the RFP concerning submission procedures.
 
To facilitate forming of regional teams, URC invites organizations that are interested in finding partners for purposes of bidding on this RFP, to submit the following information:
 
1.      Submit information to [email protected] with the words “AFCI Teaming Opportunity” in the subject line.
2.      Submit: Name of organization, contact person, email address, telephone number, and country(ies) in which you have an office.
3.      Include a brief (150 words or less) description of the organization and how it might contribute to the objectives of this RFP.
4.      The list of organizations will be available on request. Please request the list from [email protected]
 
Please note the following:
 
·         Each teaming partnership can only include one prime. Prime bidders can choose whether to include subcontractors, but are not obligated to do so.
·         The total award for each team is limited to $150,000 for prime and subs combined.
·         URC will make the list of interested subcontractors available but will not evaluate those organizations.
