Partnership Defined Quality (PDQ) is a methodology developed by Save the Children that equitably unites community members (users and non-users of health programs or services) with providers to define quality, identify and prioritize problems, and create solutions that strengthen the quality, access and use of services.
The PDQ process has five phases: planning and design; building support; exploring quality; bridging the gap; and working in partnership. It include several tools to measure client satisfaction, provider job satisfaction, and compliance with standards of care.
The PDQ methodology has been applied by Save the Children in Afghanistan, Ethiopia, Georgia, Nepal, Pakistan, Peru, Rwanda, Uganda, and the West Bank. Save the Children has published two manuals on how to implement the PDQ approach:
